Resolving time conflict in experiment scheduling

Description

When a time conflict occurs due to a previously Saved experiment but Not published experiment, we want to indicate that in the pop-up window so the experimenter of the later experiment can negotiate about the reservation.

Walter, I added code to indicate in the popup whether an experiment is published or just saved, and a note about negotiating on saved experiments. If this isn't what you'd like, explain a little further how you want the functionality to work and re-open. Thanks!
